This service causes Freesync flicker in some games, so that people often stop and disable it and that fixes the problem.

It does not disable Freesync, no. The windmill demo shows that Freesync still works, and it is on in all my games: PUBG, Battlefield 1 & 4. And I would not be able to play without Freesync.
no, it's not fixed as of Adrenalin 17.12.2 drivers.
EDIT: Mitigated with Adrenalin drivers. Flickering is much lower, but it's still there. Also, i confirm that killing the service, will kill freesync. Just tested...
