Vulkan applications crash with surface sizes below 64 pixels.

Drivers:     18.12.2
GPU:         RX 480
Renderer:  Vulkan
OS:            Windows 10
Issue:         Applications crash with surface sizes below 64 pixels. I get VK_ERROR_INITIALIZATION_FAILED on vkCreateSwapchainKHR. This wasn't a problem a few weeks ago.
