Virtual Super Resolution affecting GPU voltage strangely

Not even really a bug report per se, just wanna see if anyone else has encountered this.

Vega 64 running @ 1080p native, 1000mv core voltage (-200mv undervolt, FULLY stable for years).
On the rare occasion that I actually end up using VSR, my GPU voltage will blow straight past whatever I have it set to in Wattman (in this case, 1000mv), right back up to 1200mv.
This results in a massive increase of power usage -> temps -> noise.
It's been happening for as long as i've owned the card - 4 years now.
In general this ONLY happens if I use a larger VSR resolution in FULLSCREEN, say 1800p or 2160p. At 1440p this issue doesn't occur. Additionally when using large resolutions in WINDOWED it also doesnt happen. When running benchmarks like Valley, Superposition, 3DMark, it also doesnt happen - even in instances where those are running at very high resolutions.
