If anyone has any idea why this might be happening or any fix that I may try please let me know. I have been running 17.12.1 as it is the only driver I have tested that has no discernable issues. 18.5 had no stuttering but would crash Fortnite providing certain things happened. I decided to wait to see if a newer driver would alleviate the issue but all the recent drivers give me the same stuttering.
