As far as I am aware, All of AMD software that can change a Processors parameters are incompatible in laptops. This is because laptops are engineered to run on certain Power and Heat requirements. Changing the GPU or Processor's parameter can affect the laptop's heat or power requirements which might end up damaging the laptop besides voiding your Laptop's Warranty.
Now to answer your question, yes there probably are 3rd party software that can change a APU's or GPU's parameters in a laptop. You might want to look at Github or google it to see what comes up.
