I filled out a support ticket. They denied it. Here's what they said:

Thank you for your email.

Based on your inquiry, I understand that you wish to have the software update that addresses the known performance variation observed in Windows 11 OS i.e., “UEFI CPPC2 (“preferred core”) may not preferentially schedule threads on a processor’s fastest core.”

A software update is in development to address this issue with expected availability in October of 2021.

Please refer the KB Article PA-400.

AMD and Microsoft are partnering to resolve these issues with upcoming software updates. This knowledge base article will be updated to include version numbers and how to update when they are available.

By AMD reply it sounds like the Windows 11 flaw that affects all AMD Processors. A AMD Patch should be available either today or very soon.

Both Microsoft and AMD are working together to fix the Windows 11 flaw for AMD Processors.
