The problem with AMD Catalyst Control Center! Lowering CPU frequency...

The problem with AMD Catalyst Control Center. I have lowered the CPU frequency by settings in AMD Catalyst Control Center, under powered CPU, but when running games/apps in full screen mode CPU frequency again becomes the standard. How can I fix it?

AMD CCC version - 15.20.1062.1004-150803a1-187558C

Graphics card - AMD Radeon HD 5450
