If this is any cosolation i tried a different browser was originally using Google crome when i got the error But when i use IE i get to the manually select driver but NONE of the drop down boxes have anything in them

It appears the issue is fixed, had the same problem but can access driver download page now.

The webpage from download driver section still broken, i have noticed some issues before and yesterday on x86 side was working, but now all downloads are down, on every graphic card model...

nothing changed on my side, no updates at all.

edit: Tested on MS edge, firefox, chrome canary and vivaldi

Because thats the WHQL version.
