Screen goes black frequently in any full screen games. Works normally windowed

I just built a new PC, carrying over a RX 570 from a previous build.  The card functioned properly in the previous build, albeit on older drivers.  Fresh Windows 10 installation with very little installed outside of Xbox, Steam, and Firefox.

Nearly every single game I have tried can only show any video for 0.5-2s before the screen goes to complete black.  I can alt-tab out and the display resumes normally, and I can interact with the game despite the screen being black.  It happens in 3D intensive games, and in 2D non-intensive games.   If I manage to get the game in to a windowed mode it appears to work properly.

Forza Horizon 4

Gears 5

Factorio

Sort-of worked?

Halo MCC

In Halo MCC I was able to keep the game from going to fully black while in fullscreen, it would just frequently drop to black within menus, especially around making selections in menus.  Once the game loaded, the flickers to black stopped, until I called up the menu with the escape key.

Games that have worked:

Cuphead

In Cuphead I encountered a slightly different issue, where the display frequently drops to black, as though it is changing resolutions, going in and out of scenes, or between menus.  The resolution isn't actually changing, but the monitor is going through a similar process as though it were.

Hi, I also have issues with my games when they are set to full screen and not when they are set in border-less window.

Although I have my problems in the exact same conditions, the symptoms are different. For example, in Rainbow Six: Siege, only in menus and not in game (just like for you in Halo: MCC), the screen shows some black rectangles when moving the mouse around. The game has some sound glitch whether I'm in menus or in-game. Both problems only happen when the game is set to full screen.

I also have sound problems in DOOM (2016) only when the game runs at full screen.

Since all this issues happen on my PC whether or not I'm undervolting my RX 5700, and before and after a full windows 10 reinstall, this must be a driver issue
