Ryzen Master Utility Installation Error on New PC

So i just recently built my pc. While running on cinebench or playing games I realized my processor doesnt boost it's clock speed. I have the 5800x. It's base speed is 3.8 GHz and im getting 3.76 GHz. It just stays at 3.76 no matter what program I will be running. Cooling is not an issue either as my cpu has stayed under 60°C. I've tried downloading Ryzen Master utility to see what is the issue but every time i install it, I get an error "Ryzen Master Unable to Initialize. Kindly Reinstall the program. Hence Aborting!" I've tried reinstalling it but no luck. Is there any way around this? Is something to do with the new bios and zen 3 chips having problems?

Windows 10 Pro
Amd Ryzen 7 5800X
Noctua NH-D15
MSI MAG X570 TOMAHAWK WIFI
G.Skill Ripjaws V 32 GB (4 x 8 GB) DDR4-3600 CL16
Corsair TXM Gold 750 W 80+ Gold

Big Boss

1. do a CMOS
2. leave everything at "auto"
3. test - also install RyzenMaster and Chipset-Driver
4. OC/UV as you wish; XMP (dont forget to give RAM 1.4V & maybe play with safe vSOC); enable PBO etc

5. update your Win10 to 20H2
6. disable Win10 auto-driver-install
 

PC: R7 2700X @PBO + RX 580 4G (1500MHz/2000MHz CL16) + 32G DDR4-3200CL14 + 144hz 1ms FS P + 75hz 1ms FS
Laptop: R5 2500U @30W + RX 560X (1400MHz/1500MHz) + 16G DDR4-2400CL16 + 120Hz 3ms FS
