Just got MSI Armor RX 480 8gb card.. low frames. 50-70 fps, when my R7 360 was getting 80-90. Screen flickering too! What's the deal?? I've taken out card, updated drivers, re-installed windows.. no luck. Thought it was comparable and even better at times than GTX 1060. Which maxes out at 200 fps on my game of choice.
I was absolutely sure the card would max out at 200FPS on America's Army (game I'm testing)
1060 6gb caps at 200fps.
R7 360 2gb gets 80-90fps.
Rx480 8gb gets 50-70fps.

1.Show me GPU-Z main screen
2.Uninstall any software for GPU and system tweaking
3.Delete C:\AMD folder
4.Uninstall all AMD software and clean your system in safe mode by DDU program and install 16.11.5 or 17.2.1 driver Windows 10 (64-bit)
5.Run HWinfo64>sensors only>Logging start and play for 15-20 min. I want to see that log
I will do that in a few hours after work.
Last night, I did a clean install to the "Find Your Driver" automatic driver setup in AMD driver support.
Seemed to have fixed the flickering screen, but 2 separate crashes after wards. I tuned my processor from 4.2ghz (overclocked)(never a problem before) to Optimal Settings in BIOS (original 3.5ghz).
Frames were still pretty low, but raised in load screens to 146fps. But still cruising around 60-80FPS in game. Downloaded a few more games, tested on Fallout New Vegas on ULTRA settings. averaged 64FPS in open world. 75 inside buildings.
Same to Dirt: Showdown, about 75FPS in game.
I don't think those are what the FPS should be, especially compared to my 2gb R7 360 card relatively close to those frames and GTX1060 being much higher.

Also: Lowered Resolution to 1680x1050 and all graphics settings to low/off and i get 75-90 fps. on par with R7 360.

I don't see anything unusual in your log.
Performance is limited not by CPU or GPU but by something else...
1.I suggest you to try 16.11.5 and 16.7.3 driver
2.Disable FreeSync if your monitor can support it (Radeon settings>Display) and try 60Hz refresh rate.
3.Disable VSync globally Radeon settings>Gaming>Global
