i can reach 99% usage in all benchmarks software easily without drops 

i think the problem with the ram cas latency but i'm not sure, or it's driver issue ?

In which game did this happen to you ?

i'm not capping my fps in any way 
pubg, apex, gtaV

I had this problem when I try to overclock with fans not set to 100% manually
