Rx 580 and rx 5700 gpu memory not throttling when idle and EX3203R monitor 120hz not detected by rx 5700

Issues:

1.With monitor Benq Freesync 2 panel EX3203R when set to freesync standard 144hz the gpu memory does not throttle down at idle on rx 5700 or rx580 with latest drivers


2.If I use the windows provided 17.1.1 driver with the rx 580 the throttling works at all refesh rates. On the rx 580 if I set the monitor to freesysnc premium 120hz throttling will work on latest drivers, but not 144hz the rx 5700 instead will not go above 60hz in this mode and does not even show the option for 120 hz in display adapter properties

3.Green colored screen was witnessed on rx 580 AND rx 5700 after driver was installed on all versions except 17.1.1 for the rx 580 where throttling works. That persisted until screen was refreshed of display settings accessed.

Despite these issues rx 5700 and rx580 can at full load with cpu loaded with prime 95 for over 2 hrs without issue so system is stable.

I feel it is a definite driver fault as  I was running an rtx 2080 for about a month previously with the same windows build and games - software and had no issues of any kind.

Hardware:

Monitor Benq Freesync 2 panel EX3203R reset to defaults for testing
Motherboard AB350M Pro4 latest Bios reset to default settings, secure boot and compatibility mode disabled
Micron DDR4 2666 ECC Ram (supported by MB and bios)
Used monitor and with geforce gpu recently and amd gpu with earlier builds of windows with same configuration no issues, 100% stable no clock throttling issues.

Dvi cable connected to freesync monitor was changed, but behavior persisted

Software for testing:

OS:windows 10 build 1903 - reinstalled OS on same hardware and verified driver fault.

hwinfo64 used to verify temperatures and throttling

AMD Wattman used to verify throttling and lack of response to changing memory clock.

msi Kombustor furry donut test and FurMark(MSI) | OpenGL to create load

windows 10 at idle used to verify lack of gpu ram clock down-clocking

amd driver 

Radeon Software Version - 19.7.1 and windows 10 default 17.1.1 versions used to verify behavior

Tested approx 3 + earlier drivers below 19.7.1 and verified same behavior. 

Memory stable no ECC errors in windows log.

Prime 95 used to ensure cpu-motherboard and ram stability, no issues under full load for over 3 hours.
