RX 5700XT has a problem

I bought RX 5700XT and updated it to 19.10.2 driver. Why does it show 100% occupancy rate as soon as I start up but the frequency is not up? It's 100% whatever I do. The  why is it that sometimes my screen gets jammed while I'm playing a game, but I can still hear voices and communicate with my friends.

Limited info, but sounds like 3rd party software/apps on start up, disable them from task manager.

Some more INFORMATION REQUIRED WHEN POSTING A QUESTION may help someone offer other/further suggestions.
