There may be a problem with your OBS AMF settings because it doesn't look like driver or GPU error. AMF is different from ffmpeg + ReLive. You may also receive the same error with your old GPU. Minimum quality setting is probably too low and images are sometimes distorted.

Excuse me. I'm not using OBS and I'm not sure which setting should be edited. AMF may be apply QP 18-54. settings. Increase QP18, decrease the other. Maybe it will get better.

What happens if you reset to default, view = simple, and just set bitrate?

I've tried the settings you specify. It wasn't working properly. OBS is in the AMF 3rd party software class and AMD does not make any driver changes for this program, I think. I think, you should use ReLive. You may get much better results with 30FPS.
