Radeon R9 M290X does not work

Computer: Alienware 17 running Windows 7

GPU: AMD Radeon R9 M290X

I have installed the recommended drivers from AMD's website, the drivers available on Dell's website, and the auto-install tool from AMD. I've tried using DDU to fully uninstall the drivers before reinstalling. Regardless of what I try, when I check the graphics card in Device Manager, I get "Windows has stopped the device because it has reported problems (Code 43)". Since the device has been stopped, the Radeon software does not even see it and tells me no AMD graphics card is installed. This is an issue since the integrated Intel graphics card cannot run any games or other GPU-heavy software (e.g. MATLAB) that the discrete card would be able to.

This problem has occurred on and off for the several years I've had the computer, but this is the first time that uninstalling and reinstalling the drivers (let alone doing so repeatedly) has not solved the problem.
