Radeon 56 Cutscenes in BFV and other games Lag/Stutter

I am having severe lag issues with BFV and even xbox app video playback in full screen. They stutter and lag on all resolutions i tried both 1080P and 1440P. Further changed from Ultra to Low no difference. The gameplay is awesome no glitches only cut scenes. Strangely enough also the windows xbox companion app, when playing video captures that are already stored on PC in full screen they also stutter / lag.

This issue disappears if playing BFV in window mode any ideas what might be the issue? is it a directX video playback issue

I have the same stutter in BF1 cutscenes and for me the culprit is Freesync.  If you have Freesync, you can disable/enable it pretty quickly with the Radeon Overlay.

that doesn't work for me. Still stuttering in full screen.
