AMD Ryzen 3 3200G

This is a new build. I installed Windows 10 and everything went fine. The computer turned off when I clicked on shutdown. Great!
Then I download the latest Radeon Vega 8 driver for the specific Ryzen 3 3200G from the AMD website, 19.9.2.
The install went fine, but the computer will not shut down, only restart. Also, it won't go to sleep.
I rolled back the driver to the Microsoft Basic Display Adapter. The computer shuts down again.
I tried previous versions of the driver (19.8.1, 19.7.2) but have the same problem.
Any help would be appreciated.

Run Command Prompt as an administrator with clicking right. Then run this command:
powercfg.exe -h off
So turning off Windows Hibernate may fix the problem.
It turns out the problem was with memory compatibility.
I was using 2x Adata DDR4-2666 (AD4U2666W4G19-B). I manually changed the speed in BIOS to 2400 and the problem disappeared.
I'm replacing the memory with DDR-3000.
