PC stuttering in games

randomly when i play my pc starts stuttering and it usually goes away on its own or i dont know how i stopped it. it is usually in multiplayer games like fortnite all the time for me. in fortnite my cpu util usually is in the 90s. last week in hitman 3 it was happening a lot and it stopped and today it was stuttering a lot in siege and i cant find out how to Stop it. in hitman and siege both my cpu and gpu util was both low and my temps were fine so idk whats causing it

i have a r5 5600x and a rx 6950xt
