PC intermittently not booting up

  • I have recently bought my new graphics card and PSU, after having troubleshooted in a previous thread some issues with updating my BIOS, now when I boot up it intermittently has a red light on the MB for the CPU.

     

    I noticed when it boots up properly to windows it shows red light on MB first for CPU, then VGA, and then BOOT. I am not sure if this is normal behaviour.

    I have already have changed the thermal paste for the CPU and re-connected properly all the PSU wires, but still struggling to understand why it’s only partially starting up.

     

    Any suggestions are welcome.

Update:

I have done some troubleshooting:

- My MOBO has an 4+8 CPU pin, with my recent PSU purchase I had an extra cable available and plugged both cables. - This did NOT fix the issue staight away. (Less CPU red light but still stuck after POST)
- Reset CMOS allowed me to boot into windows but AMD drivers were gone even with removing Windows automatically overwritting Drivers (Regex, Policies and Device Installation)
- Read that before installing a GPU I should remove old drivers. Did uninstall previous NVIDIA through DDU - Not FIX

- Checked RAM 1 by 1, sometimes it was showing BOOT light and sometimes it would have been stuck in POST. 

- Last resource as all this issues started with my GPU in the first place, decided to change PCIE lane from 3.0 x16 to PCIE 2.0 x4. - FIXED

Now my question would be, is this even expected? I saw the manual for 7900 XTX specifically saying it should work on PCIE 4.0 x16. Would this mean my GPU is faulty or my MOBO is outdated to actually support my new GPU?
