OpenCL does not work on Ubuntu 20.04

I have installed AMDGPU-PRO 21.40.1 via installer. Then I have installed OpenCL packages with "amdgpu-install --opencl=legacy
". Then I manually added the user into 'video' and 'render' groups. But 'clinfo' still shows:
