no refresh rate higher than 60hz supported on Radeon VII with 19.3.1

After updating to the driver 19.3.1 my display refuses to go higher than 60hz. I have a 144hz display and after stepping back down to 19.2.3 it supports 144hz again

My specs

processor:Ryzen 7 1800X 

motherboard:MSI A320M PRO-VD plus

ram:16GB @2667 mhz

gpu: Radeon VII

I have also had this problem since 19.4.1.  19.3.3 works at 144hz.  I can recreate the problem on earlier drivers by adding an HDMI 2.0 block using ToastyX CRU utility.
