with the new 21.6.1 and the AMD HDMI Audio Driver (2nd March 2021) that comes with this release, Dolby Atmos cannot be activated in Windows 10. It jumps directly back to stereo or says "format not supported by device".
When I use the old HDMI Audio driver from Oct. 2020 (part of 21.5.2) everything works instantly fine.
I use a 6900XT.

PS: Connecting a soundbar directly to the 6900XT works will Dolby Atmos. LG C9 factory reset had no effect. So i guess it is a handshake problem with several (but not all) devices.

It seems that from windows 8.1 onwards, dolby is part of the OS. So naturally most program developers has removed Dolby support
Digital Dolby for Windows 10 and is still supported for Stereo it is the Surround Sound option that is no longer supported
When we use a video containing Surround Sound the program sees it as being stereo having the two channels L / R
Thing is, using any nvidia card and Dolby app no such problem occurs. Full Dolby Atmos 7.1 win10/11 support instantly.
It’s amd’s audio driver the problem.

I have been strungling for a while with unable to choose Dolby Atmos Theater until I found your post! AMD latest driver (Adrenalin 22.11.2) still doesn't work but I manage to do a work around by installing old HDMI Audio driver that you mentioned (21.5.2).
