Okay, to explain my issue I will have to go through everything. So about a month ago I had an issue where, when playing games, my GPU would just stop outputting to the display cables. It did not matter if it was DVI-D or HDMI the issue always happened. I fixed this issue by doing a clean install with the help of DDU, I had installed 17.4.3 at the time, but the day that 17.4.4 came out my computer when back to these issues. I didn't even have to install it for this to happen. I did have Keep up to date on so maybe that was my cause by still it should not have happened.
Now when I try to reinstall 17.4.3 using DDU to clean install I still have the issue in Shell Shock Live, I have not seen the issue in any other game yet but it is still there. Right now I am about to try out 17.2.1 and maybe it will be good.
If you have any ideas on how to fix this that would be geat.

Please try setting the Power Limit in Wattman to +50% and click apply. In addition, please try Navigating to Radeon Settings > Display and make sure GPU scaling is off and scaling mode is set to Full Panel.

Power Limit: +/- 0%
GPU Scaling: off
Scaling Mode: Preserve Aspect Ratio
