After a driver update via Windows, Radeon has decided to show the message "No AMD graphics driver is installed, or the AMD driver is not functioning properly."
Everythings seems to work as before, only Radeon configuration doesn't work any longer. I could leave without it, but I paid for it, so I would like to find a way to fix it.

Unfortunately my driver is not listed: AMD Radeon(TM) R4 Graphics. Where can I find it?
Which one should I download instead?

Goodplay has found it, I did too. I would recommend you uninstall your R4 driver then follow the link above provided by Goodplay, select as shown in the above screenshot then hit the "Submit" button/link. Next choose your Windows 7 system Architecture 32bit or 64bit and download the "Auto-Detect and Install" application.
(You can find 32x & 64x details via the "Properties" window of your "My PC" or "My Computer" directory)
I'd like to recommend you download and use the "Auto-Detect and Install" application as it should make things alot easier and saves you having to do it all manually.
To clarify the confusion here; this is actually a Processor (CPU) with a graphics(GPU) chipset combined and so searching for a Graphics Card or Chipset as seperate entities won't guide you to the correct driver. Laptops as far as I am aware mostly use this combination of CPU & GPU chipset technology as they are more compact and can be quite powerful allowing them to fit within the dimension limitations of laptops, tablets, phones ect. I hope this helps anyone in future, thanks.
