New AMD-based PC BSOD

For a long time I used a GIGABYTE GA-Z68M-D2H with an I5 3470 and Crucial BallistiX 16 GB (DDR3 ofc).
And now I built a new PC , nearly from a scratch , I still use an old CHIEFTEC A-135 (1000 W) and a SAPPHIRE RX 470 4GB. New parts are : MSI MPG X570 GAMING PLUS , Ryzen 5 3600 and HyperX Predator 3200 mHz (HX432C16PB3K2/16) (2 sticks , 8 gigs each). RAM is OCed successfully to 3600 mHz ( timings 18 - 20 - 20 - 39 CR1).
So the problems is that my PC can crash after a random amount of time , mostly during gaming , so the most intensive game that I have right now is a GTA Online , I can spend hours playing it and there is a chance that it will crash after 30 minutes of game. I freaking dug up everything , I already launched "sfc /scannow" , used a built in windows "Driver Verifier" , reinstalled my graphic drivers several times (with a help of DDU ofc) , reseted a BIOS couple of a times, no result , an BSOD 0x116 with

(UPDATE 18.12.19 - PROBLEM IS STILL HERE, BUT IT IS SORTA DELAYED) I think that I fixed it , I switched a PCI Express from GEN 4 to GEN 3 and updated AMD drivers even further (to Radeon Software 2020)

HA!!! LMAO I've been having this crash issue since last May on a brand new system with an RX 570. I've been hacking at the problem since then trying to figure out what the heck is going on... Finally decided to go full out and load up WinDBG to see if I cold find anything. I came here to post the exact same report you got h3adroom!! I'm gonna try your solution and see if it helps me. But even still.... I do hope AMD uses this information to fix the issue themselves.

I was really disgusted during the crashes , because it is a nearly 100% new PC, and I never had to do such a big amount of things to fix a problem , I barely heard about WinDbg))) 
I hope that this will fix your trouble.

UPDATE : Problem came back, now I used other applications (mostly VR games) and they crashed, same faulty drivers ( dxgkrnl.sys+20d686 and atikmpag.sys+10818 )

Same here.... Even the NEW new driver 19.12.3 released yesterday has the exact same issues. I have one final trick I'm gonna try today. If it doesn't solve the issue I'm sending this card back to them wrapped in toilet paper to symbolize the piece of crap it is.

Eh........ If mine was from retailer and wasn't used.... I'd rather did same thing..... Wanna GTX 1070 sooo much

(UPDATE 01.01.20 - PROBLEM SOLVED PARTIALLY) I bought a ASUS ROG STRIX GTX 1070 Advanced and the problem is gone now, not an actual fix , cuz with an RX 470 it still crashes
