Low GPU MHz/Usage? I'm desperate

GPU: Sapphire Pulse RX 5700 XT

CPU: Ryzen 3700X

I'm at my wits and I have no idea what to do. Ever since I've built my PC 2 weeks ago I've had stutters and low GPU usage in games. I have all current bios and drivers installed.

here is a picture of Wattman while playing Witcher 3 on ultra everything. The game (at the time) had perfect performance with no GPU MHz drops. This is no longer the case after updating to the latest BIOS and drivers (Dipped all the way down to 715MHz just a few minutes ago)

Then here is a picture of Wattman while running The Outer Worlds on ultra everything. The game stutters and drops every single time the GPU MHz goes down. Its to the point where playing games is miserable. GTA V, Borderlands 3 and several others games have this issue. Here are an example of 2, but I can provide as more later if need be. This issue was present before and after updating to latest BIOS and drivers

I tried super low settings in all the games giving me stutter and the issue still occurs. I don't know what to do and all my searching and asking around has come up empty. Does anyone have any clue as to what is going on?

I'd be incredibly grateful if anyone was even able to give me the slightest bit of indication as to what the culprit is here. Or am I just better off washing my hands of this build and RMAing my parts?

When you installed the drivers, did you sign up for the 'AMD customer Experience ' program? It's easy to do as it is selected by default. If so, disable it in Wattman...then restart your computer. See if that helps.

It's a known issue. "Radeon RX 5700 series graphics products may experience stutter in some games at 1080p and low game settings."  Although it is not just 'low settings'.  It depends on the game.  If the GPU usage is not being pegged to 95%+, the GPU core clock downclocks to sometimes ridiculous levels ( I even had it lower down to ~160MHz during gameplay).  If the GPU usage is constantly high, it generally doesn't downclock and thus no stuttering.  So the higher the settings and the resolution, the less frequent it will downclock and thus the less stutters you will have.  Obviously, increasing resolution/scale and using higher graphics settings will reduce your FPS, so until AMD fixes it, try to find a balance. 

What a shame. I give up then. I'm RMAing this card and getting something different. Any suggestions for a GPU that won't give me this issue? My goal was to just game on 1080p 144hz but apparently thats too lowly for a 5700 XT

Would a 2070 Super give me these issues as well? Thanks in advance

Radeon RX 5700 series graphics products may experience stutter in some games at 1080p and low game settings.

Atleast they acknowledged it and it will be fixed in future driver updates.Be patient.If not replace it.
