The latest drivers are utter crap. My HDMI to HDMI in with soundbar connected to ARC. The audio went from 3-5 seconds to initialize to an incredible 10-15 seconds. This is a lot of missed audio and sometimes if you skip in the video it takes that long to re-initialize and many times fails to initialize at all.
Fix: Delete the AMD drivers..
1. Device Manager
2. Delete
3. Select checkbox Uninstall Drivers
4. Reboot
Use the working Microsoft Drivers for AMD.
I use Dolby Access for Dolby Atmos Audio out to soundbar.
What is the Make & Model of the Sound Bar and how is it connected to your PC and Monitor?
Did the Sound Bar work fine before you updated to the latest AMD Audio version?
Yes it worked fine before the update.

Dolby Access app installed for Dobly Atmos Audio. The audio would not start 90% of the time and when it did start it took around 15-20 seconds to initialize. Atmos should not take more than 3 seconds to initialize and the default drivers from Microsoft are working properly.
Went into device manager > right clicked on the AMD HD Audio > deleted and used the uninstall driver option.
