iGPU 2700G + GPU 5700 - 5700XT very (like veryyyyy) slow if not primary monitor

2 Monitor Setup, Ubuntu 20.04  (but problem persists since ubuntu 19.x) 

First monitor is connected ti iGPU, second monitor is connected with dedicated GPU.  

Strange thing is, that both GPUs have physical ID 0.

Wenn I try to start software like a game which requires to run on dedicated it starts on iGPU, switching the GPU to primary (via Ubuntu Control Panel) Chrome and Blender are nearly freezing. 

Q: how can I reassign the physical IDs or fix this behaviour.
