A lot of sources say to open the catalyst control center and change settings in there, but it no longer exists. Of course Minecraft is not a very intensive game, but it runs between 35-50 FPS on my i7. It is an OpenGL game, and AMD cards don't seem to like detecting those sorts of games, even if they are added to your games under the "Gaming" tab.
