Btw, i dont tested new version 19.9.1

1. We need to disconnect the motherboard power and the graphics card power and connect it again

2. Reinstall drivers with DDU

3. Turn off GPU Scalling, Radeon Image Sharpering and don`t enable Enhanced Sync (pic 3)

Now i dont have BSOD, Game crashes and e.t.c

19.9.1 . everything you did. do it plus DISABLE HW accleration from CHROME / FIREFOX / STEAM / Overwolf / Discord . almost everywhere its used ..  No more problems
