Highlight flickering, Rx6900xt

Highlight flickering, on desktop with or without drivers installed. I formatted my system, installed W10 W11 no graphic changes I think the card is faulty.
I tested the driver 22.1.1, 22.2, 22.3, 22.4 nothing changes without driver installed the graphic problem is already visible. Safe WIDE 1440P displays. I have a FreeSync PREMIUM 1080P monitor with no visible graphical issues. this is the nightmare wake me up!!!

Assuming you have tried different HDMI/DP ports and swapped out the cable? 

Have you tried disabling Freesync/ActiveSync on the monitor to see if that changes any behavior? I get flickering rarely and it always has to do with FreeSync. I can disable/enable and it goes away.
