HEVC 10 bit encoder does not work with new 21.10.2 and 21.9.2 drivers.

I have an  AMD RX 5700  graphics card and with official Adrenalin 21.8.2 drivers I can use 10-bit HEVC encoder in AMF. But if newer drivers are installed AMF returns no HEVC 10 Bit support.
