help me please Radeon R9 280x

Good afternoon or evening.
The problem is. Video card Radeon R9 280x.
The problem is that the screen goes down to the bottom quickly and becomes back. There are jerking screen. I do not know what to do . temperature above 75 degrees does not rise. They say the bios update the video card. who will advise what?

Problem #4 Finding a reliable was to flash the BIOS.

Don't count on it  helping.

As  you might imagine, I had a Powercolor 290x. It was good while it lasted but started screwing up 1 month after the 2year warranty ended.  Never again.

Did this issue begin all of a sudden with no changes? For instance did this start after a driver update or windows update or upgrade to Windows 1903 for instance?
