Two weeks ago I had the same problem when trying to install the 21.3.1 drivers over the 20.11.2 ones I had. Not only does it stay in detection forever, but it refuses to end the process. I have to cut the PC power from the button in order to shut down.
It's doing the same thing with the 21.4.1 drivers now.
Last time I had to boot in safe mode, purge all the gpu drivers and radeon software, reboot, install the new drivers and reboot again.
At least tell the driver team there is a problem with detection and they should add a timeout for it to gracefully fail if it can't do it. My educated guess (as a programmer) is it's stuck waiting on some permission that I'm not being asked about. Had the same thing happen with Starcraft 2 in a previous installation, where it waited for privilege escalation, when it was actually started with that privilege to begin with.
