I used to play a game called Aura Kingdom. The game was running fine on Catalyst drivers (I had 7970 at the time).
A week ago, I purchased a new PC with 390X, installed the new drivers (Crimson) and launched the game. The game was running just horribly (fps drops, stuttering etc..).
My first guess was to just downgrade to older drivers but if I did that, the new games wouldn't run well.
Any plans to fix the issue without downgrading the drivers?
Please try updating to Crimson 16.4.2 and disabling Power Efficiency in Radeon Settings > Global.
Did everything and it's still the same.

I think it might be advisable to roll back to your last driver to improve your performance.

Try using an older driver and see if it improves performance. You can download Catalyst 15.11.1 Beta here.
Tried every driver from Catalyst.
Still same stuttering and fps drops.
What are your CPU/GPU temperatures like?
I would consider performing a clean installation of Windows then, as it's not expected behaviour.
1. Clean Install Windows.
2. Fully update Windows installing all updates.
3. Install Crimson 16.5.2.1
4. Test performance
5. Install other software, antivirus etc.
Following those steps should rule out any OS problems.
Done that as well.
Likely caused by hardware then, you need to test each piece of hardware in your system to determine the fault. I would start by trying the GPU in a different system with a different power supply.
