It seems to happen randomly. Enter game, game is locked at 30 fps in fullscreen and borderless. Feels more like frame skipping (my point of reference is frame skipping in emulators) and not actual 30fps. Observed in (the past month only) these games: Far Cry 5, League of Legends, Doom Eternal. Anyone know what the problem might be?
Windows 10, RX 570, Ryzen 3 1200, Biostar a320mh, 8GB GDDR4.
