FPS Drops with Firepro V5900

My FPS DROPS DOWN EVERY FEW SECONDS THEN GOES BACK UP CONSTANTLY. tRIED INSTALLING DIFFERENT DRIVERS BUT THE SAME RESULTS. ANY SUGGESTIONS?

I have the right drivers and equipment and been playing ATS for a year now. But for some reason today when I went to play I encountered this problem . Tried different drivers, updated the driver, reinstalled the game, even did a restore on windows but it's still doing it.
