I'm having the same problem, namely that the scaling options have been completely removed from the Additional Settings with the 16.4 update making it impossible to adjust (and leaving me with a massively overscaled screen).
I have Windows 10 with an R9 290 graphics card and an FX 6300 processor.
Having the same problem. The update got rid of the over/underscale option slider. All I have left is the choice between; maintain aspect ratio, scale image to full panel size, and use centered timings. All of those choices do nothing to fix the problem.
i am having the same problem, i updated today and now it is not showing in the (AMD Radeon settings) menu. it showed it the (AMD catalyst control center) before updating

Like killakitfox said i dont have the option anymore in CCC and under radeon settings it does nothing . The only tabs i have in CCC now is desktop management and my digital flat panels but nothing about scaling . I guess im gonna have to wait for a fix .
