I just purchased an amd xfx radeon rx 580 gts xxx 8gb gpu.  Here's the model number-

RX-580P8DFD6

I am trying to use the radeon software that allows you to overclock and change vram speed and all that stuff.  I am trying to change the fan speeds but am having no luck.  I watched several videos of people explaining how to use the software and I may be missing something, but it seems as if I am doing everything correctly and yet no results.  I've included some screenshots.  As you can see, it doesn't matter how I change around the settings or tune things, the fans will not turn on.  I don't know why.  Is there some sort of minimum temperature that must be reached for the fans to turn on?
