I've done a few streams in the past both on Facebook and on Youtube, recently I've started streaming again exclusively on Facebook to find that for some odd reason streaming to FB causes my in-game FPS to go from 60FPS and become throttled down to 30FPS whenever I start the stream.
I know FB only allows streamers of their level up program to stream 60FPS, but why it also cause the ingame FPS to tank?
Don't know if streaming to YT will have the same problem and don't intend to test either since my audience group isn't there.

EDIT: stream will down throttle in-game FPS to match stream FPS if in full screen, will not down throttle if in borderless windowed mode.
