Enabling Freesync causes screen tearing and motion judder when playing videos

This is a recent problem in the last handful of driver versions. The problem goes away when you disable Freesync in Radeon Settings.

Driver version 19.1.1
RX 480
LG 29" Ultrawide 29UM67

Windows 10 1809 x64
Displayport

Players I have tested include MPC-HC, MPC-BE, WMP, Films & TV player in W10. The machine is dual booted with Windows 8.1 where the problem also occurs using the Windows 7 driver.

I am trying to make this understandable if there is an issue that needs to be fixed on the AMD driver software. You should try the video you are having problems with "Movies & TV", "MPC" and "VLC" and report the problem clearly. Reset the driver and return the factory settings with the CRU before player attempting. Try DX9 and OpenGL API with VLC and report any improvement. Because there may be an API problem.

You can choose API like this pic. You can try DX9 and OGL if you wish...

I'm experiencing this as well. Just bought a 144hz monitor and I have to disable ___sync (adaptive sync in the monitor's settings, freesync in the drivers) to get smooth playback.
