Anyone knows to why driver installation setup not auto uninstalling previous ver. Asking this because it used to do that before.

Just uninstall the driver with windows , the driver will uninstall . Nop with that

There's usually a "Clean Install" option with AMD's GPU drivers

Use the program called DDU IF you want a real thorough house cleaning of past/present GPU drivers from AMD, Nvidia or Intel

The 'Factory Reset' option is temporarily disabled while amd try to find a bug that caused some users to get stuck in a boot loop.
