No, but there is still a chance it might work though.

I would try the Windows 7 AMD Driver if they are newer. There is a good chance they might work in Windows 8.1.

As I mentioned AMD doesn't support Windows 8/8.1 with Driver updates anymore so what you have it probably the latest for your GPU with that OS.

You know you might still be able to upgrade from Windows 8.1 to Windows 10 for free.

First make a System Backup and make sure you still have your Windows 8.1 Installation copy.

Then download Windows 10 installation file using MS Creation Tool after you burn it on a USB or DVD disc and run it from the desktop.

Or go to MS Windows Download page (https://www.microsoft.com/en-us/software-download/windows10) and run it from the website.

It will automatically start downloading and installing Windows 10 on your computer while preserving all your 3rd party apps and settings.

once it installs go see if your Windows 10 is activated in Windows Settings. If it isn't click on "Activate Windows" and see if it does it for free and mentions you need to purchase Windows 10.

If you have to purchase and you can use Windows 10 to revert back to Windows 8.1 again.

Are you using your AMD driver in a different language other then English?

Which AMD driver version are you using?

Have you tried a previous older AMD driver to see it the same issue occurs from here: https://www.amd.com/en/support/previous-drivers/graphics/radeon-400-series/radeon-rx-400-series/rade...

try using the AMD Driver from 02/01/21 and see if it works better from the link in my previous reply. The driver you are using is very old.

I don't know where you are getting the Optional AMD Driver for such an old AMD driver but it sure isn't from AMD Download page from here: https://www.amd.com/en/support

All those drivers listed from my previous reply link are compatible with the RX470 GPU card.

If you want to install the latest RX470 GPU card then go here: https://www.amd.com/en/support/graphics/radeon-400-series/radeon-rx-400-series/radeon-rx-470

Make sure that Windows  is fully updated via Windows Update and make sure you have the latest Motherboard CHIPSET and possibly BIOS installed compatible with your Processor.
