desk.cpl does not open with RX6600M

I have two monitors and I want to switch the primary and secondary displays. In Windows 10, this can only be done through desk.cpl. However, the RX6600M is preventing desk.cpl from opening.

Attempts: I have attempted various troubleshooting steps, including updating the drivers from the manufacturer, rolling back the drivers, installing the second-to-last AMD driver, running chkdsk /r /f /v, sfc /scannow, dism scan and repair, updating the display drivers, as well as updating the bus and input drivers.

 

I beg your pardon for any mistakes, as English is not my native language.

The ways I attempted to access desk.cpl were as follows:

  1. Through Settings → Display, Video, and Sound (failed).
  2. Windows + R → desk.cpl (failed).
  3. config.monitors (failed).
  4. AMD software edition tool → Settings → Organize Monitors (failed).
  5. Drivers → Monitors → Settings → Monitors (failed).
  6. Safe Mode (opens, but the driver becomes a generic Windows driver and only detects one monitor).
