17.11.2 - the bug is still there.
I had this same issue, resolved it short-term by going into the task scheduler and finding the NextCN task that starts the application and told it to "Stop existing instance" under the "If task is already running" option. This will prevent it from running twice, as the Fall creators update causes the double launch after boot.

Dont know about your PC but on my end this has caused another issue of freezing my PC while playing
I haven't had any freezing issues like you mention, but the issue can still occur if the task doesn't run at the correct time. I went 4 days or more without seeing the double icons at a time using the work around. If your games are freezing, I would check the task manager and check to see if two radeon settings host applications are running at once, this is what is crashing the games. I suggest AMD make the software a start-up program instead of a task and then this issue wouldn't be a problem.
Looks like a more permanent solution until AMD fixes it, going off of the info from goodplay, would be turning off the allowing of using sign-in info to set up the computer before login. Not sure if that will cause some inconvenience or not though.
