Can't set vram speed, not applying

In the old software, I was able to set the memory clock state0 of my vega 56 to be 700mhz. In the new software, I open tuning -> manual mode and change the memory clock to 500mhz at state0, but when I click apply nothing happens. Same graphics card, different software and now it doesn't work. I've seen other have success with Overdriventool but I've got no success as of recent. 

Anyone got any ideas? I'm trying to lock the memory clock because if I don't I get random crashes with this card, as discussed in this thread https://community.amd.com/message/2941138?commentID=2941138#comment-2941138. If there is a fix for this I would love to hear it.

VRAM is generally handled by the GPU logic. The speed is set depending on the workload.

To fix ongoing crashes I recently installed windows clean and 20.2.2 has been stable. I keep DDU handy for new drivers but windows updates have been problematic too.
