Which game is Evolve ROLE PLAY in the screenshot? Could you point me to a link to that game on Steam or somewhere?
Are you using Radeon Pro Overlay?
In any case it looks like you have the following Figures in that screenshot.
GPU1 56' 17%. ----> Only 17% GPU1 Activity ... very low.
GPU2 3% (I guess that's the Intel HD4000 iGPU on the i7 processor.
D3D9. 17.8 FPS. ---> Agreed, low.
CPU. 63.1'CV ---> Fine.
RAM 2059 MB ----> Looks like your VRAM is full, if that is the VRAM Used, that might explain the poor FPS.
Maybe that game is just poorly optimized or maybe the AMD RADEON 7730M does not perform on this DirectX 9 game?
How much CPU % is used?
Have you tried setting the switchable graphics on that game to used the Intel HD4000 on that title?
If do how does it perform.
The HD4000 should be able to use about 1.6-1.7GB of system Memory.

I will have a think about how I might be able to investigate that based oin the hardware I have here.
I do not have a laptop with 7730M though.
Is "RivaTuner" part of MSI Afterburner or standalone version.
Please let me know exactly which version you are running so I can download and install it and run it on Windows 7 OS.
Just for your information ... I have been told by AMD Support not to run MSI Afterburner with AMD Crimson Drivers.
