[bug report] 21.8.2 memory stuck on max clock

@Ray_AMD @Matt_AMD - bug report for driver 21.8.2 Recommended (WHQL):

- RX 5700 XT has memory clock stuck at max (1750 MHz)
- idle power consumption is now 36W (instead of 11W)
- dual monitor setup 1080p - 60 Hz

- using only 1 monitor is working fine (200 MHz VRAM clock and 11W idle)

We would expect the memory clock to be higher when using two displays with your graphics card.

Uhm, you have to be kidding. Why are you pretending that this is normal? Come on!

I just told you that previous drivers were working fine with 11W power draw on idle (desktop use).
Memory clock should not get stuck at 1750 MHz just for using 2 monitors. Both are using 60 Hz and 1080p.
This increased memory clock is using 36W of power on idle, for no reason.

I reported this issue, because older drivers were working fine and this one is not.
So do not tell me that this is expected and normal. Please use some logic.

@hrpuffnstuff I tried a few different things over the last 2 days, with different drivers and installing methods.
21.6.1 / 21.8.2 / 21.9.1 - the 2 newer ones both have the issue, but I was also able to resolve the issue.
While trying to install / reinstall I noticed that the issue happened once with 21.6.1 as well. (see details below)

@Matt_AMD my current guess is, that the AMD driver installer messes something up on dual monitor setups.
I was able to resolve the issue by manually changing the Windows Display Settings to 50 Hz and then revert back to 60 Hz.

Both displays were showing 60 Hz after driver install, but power draw was 36W idle.
Changing them both to 50 Hz, then apply the setting and then back to 60 Hz fixed it. (11W idle)

When using the AMD driver installer it seems to happen with all of these drivers.
Could be a problem with Windows and the newer driver installers. Not sure.
Important part is: manually installing the driver via Device Manager worked fine for all drivers.

Maybe you can let the dev team / tech team know about this.
Somehow the Windows Display settings are not set up correctly after Driver Install.
Both displays are 1080p 60Hz.

i wonder if this is why my 6900xt is always at 2000mhz vram, using 1x 1440p 240hz and 1x 1080p 60hz monitors?

This is something that's been going on for a long time and AMD just go 'yeah it's fine' when it's clearly not normal.

Never had this issue with Nvidia, then as soon as I moved to the 6800xt vram is pretty much maxxed out all the time.

There was another thread about this where one guy on here kept being pretty obnoxious about it being expected/normal and suggesting to use CRU to make changes to your monitor to resolve this.. which is utter BS.

This is only an issue on AMD, they just cba to address it

I am currently using 21.9.1 which still has this exact same problem.
Please make sure to let the driver/dev team know about it.
This is not expected behavior.

The issue can be resolved like this: (2 displays 1920x1080 - 60 Hz)
- open Windows Display Settings (right click on Desktop)
- select advanced display options
- switch all displays to lower refresh rate (30 Hz / 50 Hz, whatever there is)
- then switch back to 60 Hz

@Matt_AMD this solution has to be repeated every time after playing games in Fullscreen mode.
As soon as I close the game (exiting fullscreen mode) the memory keeps getting stuck at 1750 MHz
