If you have Windows 10/11 Home edition it doesn't support Hyper-V feature.  You need will need to upgrade to Pro version or higher.

If you have Windows 10 Pro or higher version you need to enable in BIOS AMD-V and Virtualization and then enable Hyper-V and Virtualization in Windows Features.
